As the design progresses, they are available for continuous budget updating to assure that the resultant project will be cost-effective and can be competed in the competitive rental market. Cost estimates must be accurate and plans must be complete to assure comprehensive contacts and subcontracts which will allow the project to be constructed without extras.”
